Important Information About Highpointe Vista Metropolitan District No. 2
In accordance with Section 32-104.5(3)(X), C.R.S., the following general explanation in plain, nontechnical language, is provided. This information is intended to be read in conjunction with all applicable legal requirements, governing documents, agreements, resolutions, and determinations of the Board of Directors of the District.
1. A metropolitan district is a special district that provides any two or more of the following services:
(a) Fire protection;
(b) Mosquito control;
(c) Parks and recreation;
(d) Safety protection;
(e) Sanitation;
(f) Solid waste disposal facilities or collection and transportation of solid waste;
(g) Street improvement;
(h) Television relay and translation;
(i) Transportation; and
(j) Water.
2. In accordance with the District’s Service Plan, as amended, the District has the power and authority to provide the following public improvement enhancements, and related operation and maintenance services, within and without the District Boundaries:
(a) Street and Roadway Enhancements;
(b) Safety Protection Enhancements; and
(c) Park and Recreation Enhancements.
The District provides or will provide the following ongoing services: operation and maintenance services for the above listed public improvement enhancements that are not dedicated to the Town of Windsor or other governmental entity including but, not limited to, storm drainage, signage, monumentation, a pool, park, clubhouse and open space.
3. In accordance with the District’s Service Plan, as amended, the total amount of debt the District can incur to provide and pay for public infrastructure is as follows:
The maximum debt limit for the issuance of bonds is $6,000,000, exclusive of the costs of issuance, organizational costs, inflation, refundings and other similar costs.
4. In accordance with the District’s Service Plan, as amended, the following revenue may be used to pay for the District’s debt:
In addition to ad valorem property taxes, the District may rely upon various other revenue sources authorized by law to pay off debt, including an Impact Fee and other fees, rates, tolls, penalties, or charges.
5. In accordance with the District’s Service Plan, as amended, the maximum mill levy that the District may assess to pay for its debt is as follows:
The maximum mill levy the District shall impose for the payment of bonds or other debt instruments and for operations and maintenance shall be 35 mills (the “Mill Levy Cap”). The Mill Levy Cap will also be subject to adjustment if, after the date of approval of the Service Plan, the laws of the State change with respect to the assessment of property for taxation purposes, the ratio for determining assessed valuation changes, or other similar changes occur. In these events, the foregoing thresholds and limits shall be automatically adjusted so that the tax liability of individual property owners neither increases nor deceases as a result of any such changes thereby.
6. Residents within the District may serve on the Board of Directors of the District if they are eligible electors of the District. A resident is an eligible elector of the District if the resident lives within the boundaries of the District and is registered to vote in Colorado.

Fort Collins - Loveland Water District (Only a portion of this entity overlaps the District’s boundaries.)

The following process is in place for matters of an emergent nature, which is defined as matters that are urgent and require prompt attention which cannot wait until regular business hours due to the potential to affect the health, safety, and welfare of the residents and property owners in the District or the integrity of the public improvements owned, operated, and/or maintained by the District. Matters of an emergent nature do NOT include emergencies, which should be directed to the appropriate emergency personnel by contacting 9-1-1, or matters which can wait until regular business hours, which should be addressed via any of the methods available on the "Contact Us" page.
